Well, no, that would have been a bit disturbing. They're offshoots of the Tyrant program - the problem is that Tyrants are expensive to manufacture and those who possess the necessary genes to accept the mutation are absurdly few in number. Bandersnatches are what happen when you inject more or less everyone else.

Have I ever properly explained what I do to you? ...I don't think it really matters. We create biological weapons via inducing mutations in human beings, that's all you really need to know.

The ones I'm talking about are flawed, but they're some of my favorites because they manage to unnerve me a bit.
